Describe the bug
Connecting to Sybase and retrieving data or inserting data using available charset iso_1 doesn't support Arabic cp1256

To Reproduce
Attempt inserting or selecting Arabic characters in database, garbage characters will be returned or inserted.

Expected behavior
Correct Arabic characters to be retrieved or inserted.

Environment

.NET Core version 6.0
Sybase 15.7/16
