Describe the bug

I think there is some kind of limit that if you are o user (not admin) that is member of several groups (the system didn't worked as expected with 16), you aren't presented with the proper interface options for Importing from External Sources. We tested the same environment with just 2 groups and it worked as expected.

To Reproduce

Steps to reproduce the behavior:

  1. Using DSpace 7.6.1
  2. The user must be a member of 16 different groups as a Collection Admin, Reviewer and Supervisor, all are for Collections of type Publication, and one (the last added) is a Submitter in a Collection of type Person
  3. Before the /import-external request you aren't confronted the the possibility to choose the type of data to import (Person/Publication), and you only can import metadata for Publications

Needs investigation as to why this might be occurring. It definitely sounds like a bug. We may want to verify that this is reproducible in 7.6.2 as well. Needs a volunteer.
