Describe the bug
When a Community/Collection logo has restricted access, a DSpace Administrator (or anyone else) isn't able to view it on the Community/Collection page, even though they should have global access to everything.
To Reproduce
Expected behavior
An Administrator should still be able to view the logo on the Community/Collection page.
