Missing delete button for repeatable field with value pairs

To reproduce*

1. Select a value for a repeatable field with value pairs. E.g. "article" for dc.type
2. The delete buttons appears when you click on the add button.

Expected behavior
The delete button should be there from the beginning.

Can reproduce on sandbox demo (sandbox.dspace.org).

This is the same problem as #2569. Essentially it's not possible to remove a value or clear a value from a dropdown list.

Needs a volunteer to investigate and provide a fix. One possible fix is to just have an empty value available in the selectbox. Another option is to make the delete button visible when a value is added.

@f-rapp : As far as I'm aware, no fix has been applied. #2569 appears to have been closed as a duplicate ticket, and linked back to this ticket. I'm not aware of a PR that fixes this, unless I've overlooked it.
