Work Filter Bugs and Enhancements

Description

Going into hurricane season, it is important to get the filter working as designed. It needs a lot of TLC, and has some major bugs.

• MAJOR BUG: See Screenshot 1. Currently cannot filter by work_type at all. The UI for this should be similar to the intake interface, with nested sub-items, except that selecting a work_type should NOT expand it; you need to click the down arrow to expand it. After expanding, clicking a sub-item should also select the work_type for clarity. See Screenshot 2. Basically, the arrow and checkboxes are independent.
• CONFIRM: Please make sure that Lists filters populate. See Screenshot 3.
• ADD: For the "Dates" tab, add a dropdown containing, "Before," "After," and "Between." See Screenshot 4.
