This PR adds the missing pieces for server-side restore of save&restore snapshots.
The client side is updated such that it by default uses the server-side restore feature, but client-side restore has been maintained (though not used).
For the server side I've added EPICS modules for ca and pva. Not sure if jackie should be added...
