Based on a conversation during the EPICS collaboration meeting.
We need an option to allow client side restore to deal with ACL's and other n/w related limitations.

I believe we might want to add a checkbox to allow users to select which of the 2 restore mechanisms to use.

I'd prefer to not add a checkbox: how is the user supposed to decide whether to restore from service or client?
My suggestion would be to let the UI client always use client side restore.
