How often new releases break things that use to work?

if the ratio of people reporting bugs due to new features that have been introduced is low, no problem (fluid approach)
if it's high, you wanna be more conservative with the release cycle. Establish a hierarchy of releases.

Size of the user base is another variable. And user practice, at the moment users install the latest.
