How often new releases break things that use to work?

  • if the ratio of people reporting bugs due to new features that have been introduced is low, no problem (fluid approach)
  • if it's high, you wanna be more conservative with the release cycle. Establish a hierarchy of releases.

Size of the user base is another variable. And user practice, at the moment users install the latest.
