What problem does this address?

Previously seen here - #680

A user asked if it's possible to hide the plugin notices for users who are not administrators/editors: https://wordpress.org/support/topic/plugin-notices-are-visible-to-all-authors-should-only-be-shown-to-admin-editor/.

What is your proposed solution?

Create a filter to hide this information.
