Description

When creating a WordPress instance with InstaWP (on TasteWP the issue is not replicable) and trying to edit the Footer, if you are selecting the mobile view, there are no widgets to add even if the Footer is empty, making it impossible to edit the mobile footer.

Step-by-step reproduction instructions

  1. Create a InstaWP instance
  2. Install Neve theme
  3. Go to Customizer -> Footer -> select Mobile
