Time and Wind Mod Not Changing The Length of Time In My Games

Currently on 1.20.4 and all of my mods, texture packs, and shaders are up to date and and I still cant get this mod to overide my survival world to 20 minutes of daytime and 10 of night time. back when I was on 1.20.1 I was able to get this to work, however no luck here after I updated.
