[SSD M.2 NVMe adapter] A disk is not discovered when Linux is installed with LUKS encryption enabled, but the same disk is discovered if you install the same Linux without LUKS encryption

Steps to reproduce

1. Install Fedora 40 on a NVMe drive. I use Maiwo M.2 NVMe M-key SSD to PCI-E 3.0 16x / 8x / 4x (KT046) adapter.
2. Follow How to boot Windows from NVME PCIe adapter on old Motherboard. Boot partition on Linux and Windows
3. Reboot.

Results

With LUKS encryption enabled:

• Only my drive with Windows OS is discovered (on an SSD drive), but not Fedora on NVMe.

Without LUKS encryption:

• Both Windows OS (on an SSD drive) and Fedora on NVMe are discovered.

Notes

I do not remember how it worked, but a long time ago I successfully used Fedora 38 on the same machine with LUKS encryption enabled and it was discovered. Maybe the problem is related to Fedora 40.
