Rename the "formats" attribute in json files #23

Currently, the formats are a bit misleading and may lead to wrong postal codes descriptions.

Find a better name to describe what a "postal code format" means and how to handle "short" and "long" versions of the same postal codes.

The solution should correctly handle all possible GB postal codes.
