FEAT: Automatically update CADT when retirements are detected by the Explorer

When a retirement is detected by the Climate Explorer, there should be a call to update the corresponding CADT unit. This may require splitting the unit to be able to retire the appropriate quantity, and should also update the retired record with [BLS key] (for "Unit Status Reason" field) and if a beneficiary name is provided, update "Unit Owner" field with beneficiary name.
