QR code in wallet address should encode e.g chia_addr://

The QR code generation should generate the correct pre-fix URL for standard, colour and whatever else. We should also register those system wide so a camera decode will launch wallet to send.

Inspired by Bitcoin:

chia:<address>[?amount=<amount>][?type=<type>][?colour=<colour>][?label=<label>][?message=<message>]```

Wallets should be able to decode this and open send screen with pre filled details.
"address" - is a puzzlehash
"amount" - [optional] Amount to be sent
"type" - [optional] type of smart contract. Plain tx is default.
"colour" - [optional] colour information
"label" & "message" -[optional] additional info about request
