Summary of changes

Changes introduced in this pull request:

• it appears the Lotus bump introduced some in-correctness in results of StateMinerPreCommitDepositForPower. I'll investigate it more. For the moment, let's omit that RC to avoid flakiness in CI. Intermittent bad result from StateMinerPreCommitDepositForPower #4879
