Add Spout2 consumer

Description

Spout2 is the video frame sharing system used by a ton of cg applications: https://spout.zeal.co/
While it cannot send though LAN like NDI, It can send local frame buffer to other application like OBS. Eliminate the NDI encoding and decoding needed just to use CasparCG on the same machine as OBS.

I'll love to see its implementation on CasparCG.
