It would be good for reproducibility to be able to set module use for our spack modules via config.yaml, as this will then form part of the git history.

Might require some tweaks to payu - see payu-org/payu#347

Just noting that Payu now supports this properly: payu-org/payu#353

This is now done in here, here and here. These are the only branches that are currently supposed to work.
