We rank this user story as 4th because:

It's particularly beneficial for communities with high post volume where important information needs to be retreived quickly.

It involves creating a UI change to allow pinning, updating the database to track pinned posts, and adjusting the logic for retrieving and displaying posts. However, the underlying post and user models already exist, so this would be an enhancement rather than a core system overhaul.
