Thanks for reaching out. Unfortunately it is normal for the broker to respond to that URL with a 404 (we'll fix that soon).
I'm able to query the broker ok, so it may be a network problem?
Can you try this URL: https://bgpstream.caida.org/broker/meta/projects/ris?human

That URL works, thanks! I'm using the PyBGPStream library and it kept giving me broker connection failures, so after going to that URL I thought it was due to the broker being down. Is there a different broker URL I should use for better stability?

That's the best URL to use for the broker.
Are you having frequent problems reaching the broker? If you could share some information about when you were unable to reach the broker, we can check the logs for you.
