The real Lightning Network runs on top of Bitcoin, the software and P2P network. The software is specifically called Bitcoin Core now in order to distinguish the original from fake clones. Bitcoin source code is available at github.com/bitcoin/bitcoin.
There are multiple implementations of Lightning Network. Eclair, lnd, c-lightning, … find out.
