How to credit authorship of Beard Tax Act #24

I'm wondering how to credit the authorship of the Beard Tax Act when using it as test data for legal tech projects. I see that @mermop uploaded the PDF, but I didn't want to assume. And should it be credited as a work of the NZ Govt Service Innovation Lab? I looked around but didn't find any documentation about the origin of the Beard Tax Act example. Thanks.
