Port

• Makes mutant bodyparts and mutcolors into editable genetic traits (plus a whole shitload of otherwise out of scope code improvements because I just HAD to touch old code) tgstation/tgstation#59636
• The Great Species Dedatumming: External feature organs, part 1 tgstation/tgstation#59981
  from TGstation.

It is very much a straight port, pretty simple.
The issue is wings, that will require a bit of thinking.

Why I want it:

Needed for Kapulimbs, minor modsuits stuff.

Basically, it lets us render organs differentely from eachother. You have internal stuff like hearts and appendixes which are internal, we NEVER need to render this.

But for other stuff that are "organs" like tails and wings, we are rendering them. This means instead of grouping them under the same behavior, we should treat them differently, with the added typepath subtyping of item/organ/external/x
