CI testing _tiled_ server

As noted previously:

• Run Tiled Server in a Container

Asked on Bluesky Mattermost tiled chat, these points:

• there's some documentation here: https://blueskyproject.io/tiled/how-to/docker.html
• The tiled image is published on ghcr.io: https://github.com/bluesky/tiled/pkgs/container/tiled
• the SciCat project frontend GH Actions launch containers so that frontend tests can reach a real backend: https://github.com/SciCatProject/frontend/blob/fd4a9ebaaceeccfad9bf3b3c67d1d6ced4b0a877/.github/workflows/test.yml#L45
• apstools does likewise, starting two EPICS IOCs (general purpose and area detector).

Procedurally, in the CI workflow:

• run MongoDB in a container
• restore catalog data to the MongoDB container
• run tiled server in another container with config to the MongoDB container
• start testing the new GUI
