mgmt lite is switching to BearerTokenAuthenticationPolicy: microsoft/typespec#4986

premium uses AuthenticationPolicy.
We need to either

  • replace ArmChallengeAuthenticationPolicy with BearerTokenAuthenticationPolicy
  • check implementation in ArmChallengeAuthenticationPolicy to conform to BearerTokenAuthenticationPolicy
