Describe the issue:
todo-csharp-sql-swa-func build Codespaces environment fails based on branch pr/3017, the error is as follows:

Repro steps:

  1. For template todo-csharp-sql-swa-func, switch branch to pr/3017 on GitHub.
  2. Click Code.
  3. Click Create Codespace on pr/3017.

Environment:

  • Templates: https://github.com/Azure-Samples/todo-csharp-sql-swa-func.git.
  • Branch: pr/3017.
  • OS : Codespaces.

Expected behavior:
The todo-csharp-sql-swa-func Codespaces environment of the pr/3017 branch can be built successfully.

@vhvb1989 Based on PR3017 re-test, this issue has been fixed. Maybe we can close this issue.
