Hierarchy Overview is not working in Azure Governance Dashboard

Describe the bug
followed the all required steps to create CCO Insight Governance and Infra Dashboards, All are working as expected, except Hierarchy Overview tab. we can't able to see the hierarchical structure.

Error shows as
"Please add image data in valid format (Supported Format: Base 64)

Expected behavior
based on docs/videos, it supposed to show hierarchy from all the way from management group to components at individual resource groups.
