Custom Enchants specific per tool usable when switching to another tool

Describe the bug
When you have a pickaxe in your offhand and a shovel in your main hand that has Excavation, for example, you are able to use Excavation on the pickaxe.

To Reproduce
Steps to reproduce the behavior:

1. Place the pickaxe in your offhand
2. Place a shovel in your main hand that has Excavation
3. Start breaking a block using the shovel (deepslate for example)
4. Switch the shovel into your offhand using F

Expected behavior
For the pickaxe to only break one block instead of the max 5
