Test addresses:
66 Highway 1, Carmel, CA 93923-9725 (store address)
120 Highlands Drive, Carmel, CA 93923

WooCommerce Tax, in automatic mode, calculates a rate of 9.25% using the "US-CA-MONTEREY COUNTY-CARMEL-BY-THE-SEA" tax rate for both of the above addresses (among others.)

This rate is incorrect for both of these addresses. This is the rate for an incorporated town a few miles away. The correct rate is 7.75%. This can be verified using the official state tax rate calculator at https://maps.cdtfa.ca.gov/.

With the optional the Zip+4 postal code format, it DOES return the correct tax rate.
