[Bug]: Molotov Cocktails not breaking upon impact

Describe the issue

When forming a Molotov cocktail (Filled with fuel) with a damp (Fuel) rag, lighting it, then throwing it against a wall on any intent, the glass does not shatter.

Retried multiple times, tested on all intents. No chance of shattering or chance is so low it makes Molotov cocktails functionally useless.

How to reproduce

1. Form Molotov cocktail (Empty beverage glass such as comet cola, whiskey bottle, wine bottle, etc. filled with flammable liquid + damp fuel rag)
2. Use a flame source, light the Molotov cocktail
3. Throw on any/all intents on floor, wall or player.

No break/shatter occurs. Unknown if this is different when impacting a character, however it should be shattering on impact elsewhere, including the floor.
