This system would be infinitely useful and I believe it should have some consideration to move it into the base engine.
With this you could easily use it to setup environmental hazards (toxic swamp, no atmosphere, hot or cold). It can be used to expand on abilities (stealing system example given on the forum post, spells that only work outdoors or specific biomes). Npc types and gear that does bonus damage to a specific npc type. And it's a loose/flexible enough system that it probably has many creative uses within the event system.
