Validation too strict on linkauth

Hello,

My team noticed an issue when using linkauth earlier today. We were attempting to link a custom permission named "claims" to eosio::claimrewards and eosio.bpay::claimrewards. When we went to execute the transaction to add eosio::claimrewards to "claims", an error was thrown suggesting that we were attempting to link the same action even though they are under different SCs.
