ACS document linking to APS form, intead of copy and storing into APS

Current behaviour:
While selecting a document from ACS as attachments into APS form, the document gets uploaded to APS nullifying the access control defined on the document in ACS.

Expected behavior:
APS should only maintain the name, title, mimetype and noderef (ACS location) of the document and fetch the document from ACS at the run-time based on user permissions.
