Consider unblocking hyperdx.io + update the filters policy

This is not a tracking tool, rather a developer analytics tool like Sentry, etc:

Here's what we should do:

1. Unblock their website, there's no point in blocking the website itself. If we decide to continue blocking their Cloud-hosted service, please find a way to keep the website operational.
2. We should update the tracking protection filter policy and explain what we're going to do with developer tools like that.
3. We should add AdGuard DNS filter policy there as well. AdGuard DNS filter policy is a bit relaxed compared to the regular filters and it should be explained in one place.
