Regarding hotplug module - reset cpu online/offline state at the end of the workload

Is your feature request related to a problem? Please describe.
When hotplug is enabled and cpus are switched offline, the
cpus are only reset back online at the start of subsequent run if
hotplug is enabled in that run. If a new agenda is run on the device
without hotplug then cpus could be offline unbeknownst to the user.

Describe the solution you'd like
If hotplug is enabled, could cpus online/offline state be reset to their original state
at the end of the workoad?
