Regression introduced in #98, see failed Undeploy workflow run: https://github.com/ACCESS-NRI/ACCESS-OM2-BGC/actions/runs/10875043840

In the above PR, we replaced the config/deployment-environment.json file with a consolidated config/settings.json file, but didn't update this usage in the undeploy-*.yml workflow. This leads to the generation of the matrix in the deploy-1-setup.yml workflow (undeployment job) failing as seen in the linked workflow run.
