Deployment: after spack module tcl refresh, verify that the modules can be loaded correctly

Currently in spack 0.22 we haven't been able to load modules correctly - ACCESS-NRI/ACCESS-ESM1.5#8. A good verification check would be to check that the modules are loaded correctly by doing something like:

module load $spack_root/../release/modules/<compiler>/
module use <model>/<version>
<check that $path includes modules>
