Release bugs fix part 1

Lucho:

• Rounding numbers (see inaccurate rounding in Wallet balance) - it this happening here or all over the app?
• Validation error should be in red and margin left
• Community form, council safe in error but message should be displayed (address not a valid safe)
• Error toast should not be clickable if no transaction hash:
• Error message in the toast in the approve logic
• Pool page should refetch and pull new data after allocating
• closing Modal with escape button prevents it from reopening
• toast error msg while disabling pool showing wrong description
• Filtered out rejected Proposals from subgraph query (in Proposals component)
• PoolHeader details not showing tooltip
• fix Dispute button not showing and styles
